9. Field Visit Report
National Women Commission
An assignment was given to us for the group field visit at National Women Commission ,Bhadrakali Kathmandu,to write report. The main purpose of the visit was to learn about the National Women Commision , its goals and objectives, its main activities and also to find out the need of counseling in the field of victim support counseling in National Women Commission .
- To get an understanding of the theoretical knowledge in practice
- To gain first hand experience in building counseling skill
- To develop our report writing skills
Overview of the trip:
Post Graduate Diploma in counseling Psychology (PGDCP) Program, Department of Psychology and Philosophy, Tri-Chandra Multiple Campus, had organized a field visit on 12th December, 2018 to National Women Commission (NWC) located at Bhadrakali , Kathmandu.
The visit was organized with prior permission and guidance of Program Coordinator Dr. Govinda S. Upadhyaya and faculty member Dr. Bharati Adhikari.
We reached NWC premises around 10:30 AM. At the very beginning we met Mr. Bal Krishna Dongol, representative of NWO We sat in the induction class there, observed the activities program and asked different questions.
About National Women Commission
National Women Commission Nepal is a constitutional body with the provision of new constitution of Nepal, 2015 (Part 27, other Commission, Article 252-254). The Commission was established on 7th March 2002. The National Women Commission (NWC) is governed by the Rastriya Mahila Aayog Ain, 2074. The constitution of Nepal has given NWC the responsibility of Gender equality, Women empowerment and to carry out research on any women related legal provisions and strengthen the rules and regulations to minimize social malpractices against women and promote women rights. The commission has timely carried out various awareness programs and promoted women rights for strengthening the position of women in the society. NWC since the beginning has worked actively in promoting and strengthening the rights of women, developing policies for advocating women rights and these fall under the daily chores of the commission. For this, NWC has done Gender studies and Gender monitoring and recommend it to the policymakers.
Nepal is a signatory of various international treaties and covenants related to women’s rights. NWC is the official body to keep an eye on the effective implementation of these treaties and covenants in Nepal. In addition to this NWC comes up with measures for the effective implementation. Alongside, policy advocacy is a major duty of NWC.
Role Of National Women Commission
To formulate policies and programs regarding women welfare for the Government of Nepal and forward them to the Government for implementation,
(b) To review whether or not statutes related to women’s welfare are executed, and whether the international covenant signed by Nepal, as a signatory, has been executed, and to forward a recommendation to the Government of Nepal in case they are found not to have been executed,
(c) To monitor, review and evaluate policies and programs implemented by the State to bring women into the mainstream of national development such as proportionate representation in all of the state agencies, and to forward a recommendation to the Government of Nepal for an effective implementation of those provisions,
(d) To carry out research and studies regarding gender equality, women empowerment, other legal provisions concerning women, and to forward a recommendation to the concerned bodies regarding the areas to be amended in those laws, and to monitor the same,
(e) To monitor the government regarding report to be submitted by the Government of Nepal in matters related to international covenant and treaties to which Nepal is a party,
(f) To forward a recommendation to concerned authority to lodge a petition in the court, in accordance with the law, in matters related with gender violence, and women deprived of women rights due to social malpractices.
Goal Of National women Commission :
Ensuring equal access, implementation of national and international legal documents, meaningful representation and participation of women in all state organs and areas to contribute on the eradication of all forms of discrimination and violence
- Protection and promotion of the well-being of all women
- Effective inclusion of women in the mainstream of development through women empowerment
- To maintain Gender justice through all round development of women
- To monitor the implementation of national and international treaties and documents
